Three years after a fatal shooting by the police divided the city and led to changes in Police Department tactics, the New York City Council voted Monday to name a stretch of street in Queens in honor of Sean Bell, who was killed on what would have been his wedding day.
“Finally, some form of justice,” his fiancée, Nicole Paultre Bell, said after the vote. “We’re glad that Sean’s death wasn’t in vain.”
Council members who voted in favor of the bill argued that the renaming was not simply a remembrance of a life cut short, but also a reminder of the steps the city took in the aftermath of the shooting. The department created a special panel to examine procedures for undercover police officers and made changes, including requiring breath tests for officers who fire their weapons.
“This is a commemoration of a tragic event that got international attention and created a lot of reforms,” said Councilman Leroy G. Comrie Jr., a Democrat who represents the neighborhood where the shooting took place.
A handful of council members opposed the measure, arguing that the Bell case did not fit the criteria for street memorials.
“We use a street renaming as a way of recognizing someone’s heroic actions, whether in life or death,” said Councilman Eric Ulrich, a Queens Republican. “However tragic Sean Bell’s death was, I don’t believe his life or his death was heroic.”
Mr. Bell was killed by undercover officers who fired 50 bullets as he left his bachelor party with two friends in the early hours of Nov. 25, 2006. The officers said they believed that one of his friends had a firearm. Two officers were indicted on manslaughter charges, and a third on reckless endangerment. All three were acquitted by a judge in Queens Criminal Court in 2008.
The Bell proposal was one of 70 street renamings, wrapped in a single bill that passed 41 to 7 with two abstentions. Others memorialized include Ghanwatti Boodram, a mother killed in a gas explosion in Queens in April; the boxer Sugar Ray Robinson; and a number of veterans, police officers and community activists.
“Sean Bell Way” will stretch for three blocks of Liverpool Street in Jamaica, starting at 94th Avenue, near the site of the shooting.
“When a child walks down the block, they’re going to want to know who Sean Bell is,” Ms. Paultre Bell said. “His memory is going to live on forever, and that’s what we want.”
